As a rule, yes. Once a unit stands permanently in one place and is used for occupation, Luxembourg treats it in planning law as a structure. the commune is responsible. Whether a procedure applies, and which one, is decided at the specific plot — not by the product.

Campsites and leisure locations carry their own conditions and usually limits on length of stay. Clarify operator rules and municipal requirements together.

What counts is permanent placement, not the chassis. A unit that stays is treated as a building project and needs the autorisation de construire.

As project orientation we work with roughly 7,000 € ex works to the agreed point in Luxembourg. The figure is an average; the route is confirmed per project. The final amount depends on route, access, crane requirement and date; a freight commitment only exists with the checked quotation.

The unit travels whole on a low-loader. The route runs overland. Because the topography is lively, the final approach to the plot is more often the bottleneck than the long haul. The exact date is fixed together with the unloading point, because in practice the last hundred metres cause more trouble than the route.

MD 3 and MD 5 are planned most often in Luxembourg, because many projects need an extra room for a home office and plots are limited.
